My rabbit hates any kind of bedding, what do I do?

I have two rabbits that are like soulmates and love each other. But the problem is that one hates any type of bedding or soft material I put in the hutch. She just digs it all up until its down to the wood.Then she'll go to the bathroom all over it, so I'm not sure what she's trying to do. I've tried putting her in just a wire crate and a box with bedding in it to see if she would start to appreciate it, but that didn't work at all either. The other rabbit loves bedding, like most rabbits do. I have never seen a rabbit hate bedding so much. So they can't actually live together, because the other rabbit takes out and destroys all the bedding every time. Does anyone have any suggestions on what to do? My only other option is to just keep them in separate hutches all the time.
