Are aquatic turtles illegal in GA?

My mom is wanting one and she's called around and no one has them. Well, we heard that they were illegal in Georgia, but I googled it and I couldn't find anything about. Does anyone know about this? If they aren't, where could we get them? We tried Petsmart and Petco, but no luck.
